Not many of our retailers use Google Offers but it looks like they are killing at least one of the services, something called their "self-service tool".

We wanted to let you know that we will be turning off the Google Offers self-service tool as we focus on building better solutions for your business. After March 31st, 2014, all offers that you created through the tool will no longer be available or distributed on Google.
You can continue to review the performance of your offers through March 31st, 2014. Please note that you will still need to honor any saved offers that have not yet been used.
